Analyst Programmer
POSITION REQUIREMENTS:
JOB KNOWLEDGE
Bachelor¿s degree in computer science or related fields or a proven record of success as either a COBOL or PowerBuilder programmer. One year of programming experience required with a degree. Three years of experience required without a degree.
Read and interpret technical material.
Understand entire scope of complex computer software systems.
Experience with Microsoft Windows operating systems and Open Database connectivity.
Extensive knowledge of Structured Query Language.
Sybase SQL Anywhere database knowledge is preferred.
Knowledge of the PowerBuilder Foundation Class and Object Oriented Programming.
Experience supporting end-users in a variety of technology-based systems in Microsoft Windows networked settings.
Proficiency with standard functions within electronic applications such as MS Office (e.g., word processing, electronic spreadsheets) and e-mail.
Proficiency with computers (PCs and/or MACs) to include desktop management, file management and operations, and working in a network environment.
Experience using the World Wide Web and Internet is preferred.
Exceptions to these requirements will be considered based on exemplary skills, training, and record of success.
PRODUCTS/OUTCOMES
Analyze, design, develop, implement and maintain complex computer software systems as well as analyze, enhance and maintain technical documentation necessary to make the assigned systems operational and efficient.
Write programs for user special requests.
Analyze, design and develop new systems as assigned and ensure systems conform to RSCCC standards.
Maintain and enhance RSCCC systems.
Document necessary system operating instructions for use by staff, consultants and users.
Prepare technical and non-technical reference documentation for staff consultants, and end users.
Analyze state and federal mandates for required changes and enhancements to RSCCC software.
Test programs as assigned.
Work with Center consultants, testing staff, and other region service center consultants to resolve problems and/or questions.
Write technical specifications and provide detailed instructions for the technical writer for use in user documentation.
Assess the functionality and limitations of various computer related hardware and software products.
Create work-around solutions for application development tool limitations.
Demonstrate software applications and instruct testing staff and consultants at all region service centers on proper software use.
Troubleshoot software and hardware problems encountered by outside consultants and district clients.
Prepare time and cost estimates for new projects and system modifications.
Maintain time and effort for billing special projects.
Prepare billing for special products as directed by the Component Director.
Assist as necessary the Associate Director and Component Director in development and management of Information Technology network budget.
