SOAP Toolkit FAQ - When do I use the ISAPI listener instead of ASP?
My answer is pretty much always. The ISAPI is faster and easier to use than an ASP page, so unless you need to do something the ISAPI doesn't do or you are using SMO, I would recommend using the ISAPI.
